Earlier in the day, the SLC confirmed that Kusal Perera will not be able to take part in the ODI and the T20I series against India owing to a right shoulder sprain.Perera suffered a right shoulder sprain during training. The 30-year-old was Sri Lanka’s main choice to be wicketkeeper after Niroshan Dickwella was suspended having breached the bio-bubble in the UK.Perera was the captain of the Lankan team in England but since the central contract dispute between players and the cricket board, Dasun Shanaka has been appointed captain at his expense.Sri Lanka had recently played against England in three ODIs and three T20Is and the cricketers returned to Sri Lanka on Tuesday evening.Lankan men failed to win a single match on their tour to England as they suffered a 3-0 defeat in T20Is and a 2-0 loss in the ODI seriesSLC also confirmed that fast bowler Binura Fernando sprained his left ankle during a practice session held on Thursday. Paytm files for Rs 16,600 crore IPO

If the pre-IPO placement is completed, the fresh issue size will be reduced to that extent.The IPO is being made under rule 19(2)b of the Securities Contracts (Regulation) Rules, 1957, as amended, (the “SCRR”) and Regulation 31 of the SEBI ICDR Regulations where allocation to QIBs is 75 per cent, NIIs is 15 per cent and RIBs is 10 per cent.

The state government is working to develop new tiger reserves says Rajasthan CM Ashok Gehlot

Rajasthan Chief Minister Ashok Gehlot on Thursday stated that the state government was planning to develop new reserves for the tiger population in order to provide a safe shelter for their protection.
The state administration, as per the chief minister, is working on a strategy to create new tiger reserves to give safe haven for the growing number of tigers in the state.
“Addressed the 12th meeting of the State Wildlife Board from VC. On this occasion, Rajasthan Eco-Tourism Policy was also launched,” the CM Ashok Gehlot said, adding, “According to the increasing number of tigers in the state, the state government is working on a plan to develop new tiger reserves to provide safe shelter.”

The National Tiger Conservation Authority has recognized the Ramgarh Wildlife Sanctuary in the Bundi area as a Tiger Reserve, which is a major accomplishment.
“It is a matter of happiness that the Ramgarh Wildlife Sanctuary in Bundi region has recently been approved by the National Tiger Conservation Authority as a Tiger Reserve. Now, it is our endeavor to promote the conservation of tigers and other wildlife in other forest areas including Kumbhalgarh Sanctuary,” Mr. Ashok Gehlot said.

“Due to the increasing number of tigers in Ranthambore Tiger Reserve, this group will study and suggest to shift them to other sanctuary areas and develop Mukundra Hills and Ramgarh Tiger Reserve,” he revealed.
As per the Tigers in India 2018 Report, Rajasthan has witnessed an increase of tiger population by 115% in the last 12 years. As per the report, there are at present 69 tigers in the State, compared to 45 in 2014, 36 in 2010, and 32 in the 2006 estimation.
Rajasthan stands at 9th position in India, in terms of Tiger Population.

Government has Invokes Sedition charges Against Protesting Farmers

Haryana police have invoked sedition charges against a group of protesting farmers who allegedly attacked and damaged the official vehicle of Haryana Deputy Speaker Ranbir Gangwain Sirsa on July 11, during a demonstration against the Centre’s farm laws and Bharatiya Janata Party (BJP) leaders.
Sirsa’s Senior Superintendent of Police Arpit Jain confirmed to The Hindu that sedition charges under Section 124A of the Indian Penal Code had been invoked against the accused and an investigation was underway.
“So far, no arrests have been made in the case,” he said on Wednesday.

The Sirsa police have registered the FIR under Section 124A (sedition), 307 (attempt to murder), and 186 (obstructing public servant in discharge of public functions), in which two farmer leaders — Harcharan Singh and Prahlad Singh — have been booked. Apart from them, over 100 unidentified people have been booked.
On July 11, the official car of the Deputy Speaker was attacked in Sirsa by a group of protesters shouting slogans and waving black flags. During the demonstration, protesters allegedly smashed the windscreen of vehicles by pelting stones. Mr. Gangwa, however, escaped unhurt.
‘Govt. provoking farmers’
Reacting to the FIR, senior Samyukt Kisan Morcha (SKM) leader Darshan Pal said the government was trying to provoke farmers by taking such steps. “By invoking sedition charges, the government is provoking the farmers. How can sedition and murder charges be justified if a windscreen of a vehicle was broken?”
“We have already announced that all legislators, including those from the BJP, the Jannayak Janta Party, and the Independents who support the laws, will be peacefully boycotted and will not be allowed entry into villages across the State. We will take a call on the issue at a meeting today [July 14],” he added.

The SKM is the umbrella organization of farmer unions that is spearheading the ongoing protest.
In an official statement, the SKM said the sedition and other charges have been invoked on the instructions of the State BJP government, which was condemnable. The government is using terrorizing tactics against farmers, merely because the farmers had shown black flags to BJP leaders at Sirsa, it said.

Government schools to accept admissions without TC in Delhi: Manish Sisodia

The government schools in Delhi will accept students for admissions without transfer certificates (TC) when switching from private schools to government-run schools.
If a pupil at a private Delhi school wishes to switch to a government school but his private school refuses to provide him TC owing to fees or other reasons, his admission to a government school would now be completed without TC.
“If a child studying in a private school in Delhi wants to come to a government school and his private school is not giving him TC due to fees or any other reason, then now his admission in a government school will be done without TC,” Delhi Education Minister, Manish Sisodia said on Thursday.
He added, “The education department will take the TC of the child from the private school.”

Veteran actor Surekha Sikri passed away on Friday morning. She suffered a cardiac arrest.The news of Sikri’s demise has been confirmed by her manager. “She (Sikri) had been suffering from complications arising from a second brain stroke. She was surrounded by family and her caregivers. The family asks for privacy at this time,” the manager told ANI.Sikri was 75 when she breathed her last in Mumbai. In 2020, she had suffered a brain stroke and in 2018, she had gotten a paralytic stroke.The news of Sikri’s demise has saddened everyone.

Rahul Gandhi, Congress leader and Member of Parliament, on Thursday, said that he welcomed the observation of Supreme Court over sedition law.
“We welcome this observation by the Supreme Court,” the Congress leader Rahul Gandhi said while commenting about the court’s observation.
A Supreme Court bench led by Chief Justice N V Ramana, while agreeing to look into petitions by the Editors Guild of India and a Major General (retired) challenging the constitutionality of the section on sedition in the Indian Penal Code (IPC), on Thursday expressed worry over the “enormous misuse” of a colonial-era criminal statute and questioned the Centre why it was not abolishing the clause used by the British to “silence” persons like Mahatma Gandhi in order to repress the independence fight.

Calling the sedition law as “colonial”, the Supreme Court observed, “Do we still need it after 75 years of Independence?”
The Supreme Court bench that consented to hear arguments challenging the validity of IPC section 124A (sedition) also sent a notice to the Centre.
“We do not know why the government is not making a decision. Your government has been getting rid of state laws,” it said.
Any statement or expression that “brings or attempts to bring into hatred or contempt or excites or attempts to excite disaffection towards the Government established by law in India” is punished by a potential penalty of life imprisonment under the non-bailable clause.

New study helps in the fight against COVID pandemic

A means to better estimate COVID-19 occurrence and trends in populations has recently been outlined by a new study led by the U.S. Geological Survey.The study was published in the journal PLOS Biology. Currently, COVID-19 testing is primarily limited to self-selected individuals, many of whom are symptomatic or have had contact with someone who is symptomatic. While these tests are useful for individual medical treatment and contact tracing, they do not provide health officials with a complete picture of the disease across the population. “Coordinated sampling of COVID-19 is key to informing health officials as they continue their efforts to control the pandemic, permitting better predictions of disease dynamics and decisions that help limit transmission,” said James Nichols, USGS scientist emeritus and lead author of the study. “The proposed sampling methods should also help officials determine the effectiveness of vaccines, social distancing, masks, and other mitigation efforts.”By bringing its unique expertise in the design of data-gathering and monitoring systems, statistical analysis, and mathematical modeling to human epidemiology, the USGS provides a means to fill the current information gap in testing data. This can benefit national and local governments and health officials as they develop interventions in response to new disease variants, plan for augmented vaccination efforts and prepare for future outbreaks.With some countries experiencing surges in cases, Nichols points out, “the proposed testing strategies can be applied within the U.S. and internationally for COVID-19 and other diseases.”

This would help researchers estimate the proportion of symptomatic and asymptomatic individuals in the population.The asymptomatic individuals, or a random subset of those individuals, could be tested for COVID-19 to help estimate infection probability for asymptomatic individuals in the population.“The strategies outlined in this new research would help strengthen current testing approaches and could be done with relatively few additional tests and non-invasive surveys,” said Michael Runge, a USGS scientist and a co-author of the study. “Strategic testing, based on specific objectives, can provide information valuable for decisions about both individual healthcare and protecting communities.”“It is critically important to be clear about the goal of a surveillance program,” said co-author Katriona Shea, a professor of biology and alumni professor in the biological sciences at Penn State. “Without knowing exactly what you want to achieve, how can you achieve it? A surveillance program for individual outcomes would be designed differently than a program aimed to understand population-level public health objectives.”

“There should be no shortage of publicity even if there is a shortage of vaccines, which is okay,” Priyanka Gandhi said
Priyanka Gandhi Vadra, the General Secretary of Indian National Congress, on Thursday took a dig at the BJP-led Central government, saying that it was okay for the government to fall short of vaccines even when no stone was left unturned for its publicity.
“There should be no shortage of publicity even if there is a shortage of vaccines, which is okay,” Priyanka said.

The Congress leader had criticized the Centre earlier as well for the country’s dearth of COVID-19 vaccines.
“Why is India, one of the largest manufacturers of vaccines in the world, facing a scarcity?” Priyanka had asked on May 27, while hitting out at the Centre for its management of the COVID-19 vaccination process.
It is in place to mention here that only a month after the Center for Disease Control and Prevention advised states to increase immunization rates, the Ministry of Health is now requesting that states organize their immunization drives based on the dosages they have received.
According to the Ministry of Health, every state already knows what sort of numbers they have at the beginning of the month. The state should organize and pace its vaccination push such that the doses last the entire month.
However, more states are now claiming a vaccination deficit, with the Centre asking for better planning.
Though there has been a drop in India’s vaccination rates, experts from around the world have stated that vaccination is the best defense against the pandemic of COVID-19.

Arvind Kejriwal made remarks at a memorial service for Bahuguna held at the Delhi Legislative Assembly
Arvind Kejriwal, the chief minister of Delhi, on Thursday, sought to request the Centre that the country’s highest civilian honour, the Bharat Ratna, be bestowed posthumously on famous environmentalist Sunderlal Bahuguna.
“Shri Sunderlal Bahuguna ji devoted his whole life to environmental protection. My appeal to the Government of India is that Late Shri Sunderlal Bahuguna ji should be honored with Bharat Ratna,” Arvind Kejriwal said while paying tributes to late Bahuguna in Delhi where the CM also met Bahuguna’s family.

The Punjab state government, led by Chief Minister Amarinder Singh, on Wednesday, announced a loan waiver of Rs 590 crores for farm laborers and landless farmers.
The loan waiver announcement, made by the chief minister, will benefit 2.85 lakh farm laborers and landless farmers, starting from August 20, 2021. It will be implemented by the state’s Finance and Cooperation departments.
“Happy to share that we have approved waiving farm loan of Rs. 590 Cr of 2.85 lakh farm laborers & landless farmers,” the Punjab CM said, adding, “Have directed the Finance & Cooperation Departments to kick-off its effective implementation from 20th August.”

It is pertinent to mention that the loan waiver announcement, under Farm Debt Waiver Scheme, was one of the key promises made by Captain Amarinder Singh.
“Fulfilling another key promise, Chief Minister @Capt_Amarinder Singh has announced a waiver of ₹590 Crores worth of loans under the farm debt waiver scheme for 2.85 Lakh laborers and the landless farmers,” the Chief Minister’s Office said, in a tweet.
“The cheques would be issued at a state-level function on August 20,” it further informed.

Meanwhile, the Congress party also lauded the Punjab Chief Minister Captain Amarinder Singh’s announcement to waive off the loans of lakhs of landless farmers and laborers of the state’s worth crores of rupees.
“The state government is fully committed to ensuring the interests of laborers and landless farmers,” it claimed.

There are 1.09 million farming households in Punjab, with 33.1 percent of land holdings in the state being small and marginal.
Punjab farmers majorly depend on subsidy and each household gets an annual subsidy of Rs 173,165, on average.
However, as per the NABARD Survey of 2016-17, an average farming household in Punjab earns Rs 23,133 per month. The per capita monthly income of these households comes out to be Rs 4,449 only.
